The BAT-M is the engineer's version of the AT-T artillery tractor. Apparently this one was modified at some point, with the dozer blade and recovery gear removed and a cargo body installed. The AT-T series was produced at the Kharkhiv tractor plant between 1947-1979. This one is seen as used at the Australian Armour and Artillery Museum, outside Cairns, for passenger rides during their 'Tankfest' events.
